Investigation underway after domestic dispute leads to shooting in Anderson, deputies say

THIS IS WYFF NEWS FOUR TODAY. WHAT’S GOING TO HAPPEN TO THEIR FAMILIES? ARE THEIR FAMILIES GOING TO BE SEPARATED? AS BIRTHRIGHT CITIZENSHIP IS CHALLENGED IN THE UNITED STATES, AN UPSTATE LAWYER WEIGHS IN AND THE PRESIDENT ICE FEMA’S FUTURE PRESIDENT DONALD TRUMP IN NORTH CAROLINA FRIDAY GETTING AN UP CLOSE LOOK AT ONGOING HURRICANE HELENE RECOVERY. GOOD MORNING. I’M PEYTON FURTADO. THANK YOU FOR JOINING US HERE AT 6 A.M. ON YOUR SATURDAY MORNING. LET’S TAKE A LOOK OUTSIDE. THIS IS WHAT YOU HAVE IN STORE FOR YOU TODAY. THIS IS OUR LIVE HILTON GREENVILLE SKYCAM 25 DEGREES. FEELS LIKE 25 DEGREES OUT THERE. CLOUDY, JUST A FEW CARS ON THE ROAD. WE’VE GOT SYDNEY SULLIVAN IN THE STUDIO WITH US. SIDNEY. I BROUGHT MY COAT. I BROUGHT MY JACKET, MY WOOL SOCKS. I FEEL LIKE IT’S STILL NOT ENOUGH. RIGHT? YOU NEED ALL ALL OF THE LAYERS THIS MORNING. IN FACT, THAT’S BEEN THE THEME THE LAST SEVERAL MORNINGS AS OUR TEMPERATURES HAVE BEEN DIPPING INTO THE TEENS AND THE 20S, EVEN A FEW SINGLE DIGITS WERE SPRINKLED ON IN EARLIER IN THE WEEK. WE’RE GETTING AWAY FROM THE SINGLE DIGITS, AND WE’RE STARTING TO SEE A SUBTLE WARM UP. IT’S ALL RELATIVE, THOUGH. OF COURSE, 22 DEGREES IN GREENVILLE, 17 IN PICKENS, 22 IN ANDERSON, SPARTANBURG, 21 AND 19 IN ASHEVILLE. SO YES, VERY COLD CONDITIONS. HOWEVER, BY THIS AFTERNOON YOU WILL NOTICE A LITTLE BIT OF A WARM-UP STARTING TO WORK IN ACROSS OUR AREA. THAT’S DUE TO OUR WINDS SHIFTING OUT OF THE SOUTHWEST. THAT’S GOING TO BRING IN THAT WARMER WEATHER. IT’S GOING TO BE GRADUAL TODAY, NOT A DRASTIC WARM UP, BUT MOVING INTO THE NEXT FEW DAYS, CERTAINLY GOING TO FEEL THE CHANGE IN THE AIR. NOW AS WE LOOK AT OUR LIVE SUPER DOPPLER FOUR, NICE AND DRY ALL ACROSS THE SOUTHEAST. SO WE ARE GOING TO KICK OFF THE WEEKEND WITH A LOT OF SUNSHINE. REALLY SHOULD BE A BEAUTIFUL DAY IF YOU’RE TRYING TO HEAD OUT AND ABOUT, MAYBE GO TO THE SWAMP RABBIT TRAILL CERTAINLY BUNDLE ON UP BECAUSE IT IS GOING TO BE A COLD DAY. BUT BY THIS AFTERNOON, THREE 4:00 TEMPERATURES WILL BE PUSHING THE UPPER 40S RIGHT NEAR 50 DEGREES. SO CERTAINLY A CHANGE OF PACE FOR US. AND ACROSS WESTERN NORTH CAROLINA. SIMILAR SETUP. FINALLY GETTING INTO THE MID 40S. BUT COMING UP WE’LL HAVE A CLOSER LOOK AT THE ROLLER COASTER TEMPERATURES HEADED OUR WAY. PEYTON. THANK YOU. SYDNEY, WE’VE GOT SOME BREAKING NEWS WE’RE FOLLOWING NOW OUT OF GREENVILLE COUNTY. THIS IS IN DOWNTOWN GREENVILLE. WE’RE TOLD THE CORONER SAYS THEY’VE RESPONDED TO A SCENE AND FOUND AT LEAST ONE PERSON DEAD. THEY SAY THAT PERSON MIGHT HAVE FALLEN OFF THE TOP OF A PARKING GARAGE. THAT’S ALL WE KNOW AT THIS POINT. STAY WITH NEWS FOUR ON AIR AND ONLINE AS WE WORK TO LEARN MORE ABOUT THAT. AND PRESIDENT DONALD TRUMP SPENT HIS FIRST OFFICIAL TRIP OF HIS SECOND TERM TOURING AREAS HIT BY NATURAL DISASTERS IN THE U.S. YESTERDAY. HIS FIRST STOP, WESTERN NORTH CAROLINA. OUR SYDNEY SHADRIX WAS THERE. SHE HAS DETAILS ON THE PRESIDENT’S VISIT AND HIS MESSAGE TO PEOPLE IMPACTED BY HURRICANE HELENE. PRESIDENT TRUMP AND THE FIRST LADY LANDED HERE AT ASHEVILLE REGIONAL AIRPORT A LITTLE AFTER 11 IN THE MORNING ON FRIDAY. THEY WERE GREETED BY LOCAL OFFICIALS, AS WELL AS GOVERNOR JOSH STEIN OF NORTH CAROLINA AND GOVERNOR BILL LEE OF TENNESSEE. PRESIDENT TRUMP TOURED THE HARD HIT AREA OF SWANNANOA AND ALSO HELD A ROUNDTABLE DISCUSSION WITH THOSE LEADERS. DURING THAT ROUNDTABLE DISCUSSION, PRESIDENT TRUMP SAID THE FEDERAL RESPONSE AND SUPPORT IN WESTERN NORTH CAROLINA HAS BEEN, QUOTE, TOTALLY UNACCEPTABLE. HE ALSO CRITICIZED FEMA, SAYING THE AGENCY HAS RESPONDED TOO SLOWLY AND THAT HE WOULD TAKE ACTION. I’LL ALSO BE SIGNING AN EXECUTIVE ORDER TO BEGIN THE PROCESS OF FUNDAMENTALLY REFORMING AND OVERHAULING FEMA, OR MAYBE GETTING RID OF FEMA. I THINK, FRANKLY, FEMA IS NOT GOOD. I THINK WHEN YOU HAVE A PROBLEM LIKE THIS, I THINK YOU WANT TO GO. AND WHETHER IT’S A DEMOCRAT OR A REPUBLICAN GOVERNOR, YOU WANT TO USE YOUR STATE TO FIX IT AND NOT WASTE TIME. MORE THAN 1700 FEMA EMPLOYEES WERE DEPLOYED TO NORTH CAROLINA AFTER HELENE, ACCORDING TO FEMA. MORE THAN $316 MILLION IN CASH GRANTS HAVE BEEN PROVIDED IN NORTH CAROLINA RECENTLY. THE AGENCY EXTENDED THE DEADLINE TO APPLY FOR ASSISTANCE IN GEORGIA AND IN THE CAROLINAS. GOVERNOR STEIN ASKED HIS RESPONSE TO A POTENTIAL FEMA OVERHAUL. WHAT IS CRITICAL IS THAT WE GET THE RESOURCES WE NEED TO HELP REBUILD WESTERN NORTH CAROLINA. THE VAST DAMAGES OVER ABOUT $60 BILLION IN LOSSES THE STATE CAN’T COME UP WITH THOSE RESOURCES. THE ONLY ENTITY THAT CAN IS THE FEDERAL GOVERNMENT. SO WE NEED A STRONG FEDERAL STATE PARTNERSHIP AND SAID HE IS GRATEFUL FOR THE SUPPORT THAT THE AREA HAS GOTTEN FROM THE FEDERAL GOVERNMENT, AND THAT MORE SUPPORT FROM THE STATE IS NEEDED. NOW, AS OUR SYDNEY SHADRIX REPORTING THERE. AND PRESIDENT TRUMP ALSO VISITED SWANNANOA. HE SPOKE WITH FAMILIES IMPACTED BY HELENE, AND THE FAMILIES THERE TOLD HIM THEY LOST EVERYTHING IN THE STORM AND HAD DIFFICULTIES WITH NOT HAVING FLOOD INSURANCE AND HAVING TO RELY ON FEMA NOW, LIKE HE DID IN ASHEVILLE. PRESIDENT TRUMP AGAIN SAID HE’S EXAMINING THE FUTURE OF FEMA, SAYING IT MIGHT BE BEST FOR STATES TO HANDLE DISASTER RECOVERY ON YOUR OWN. FEMA IS A VERY EXPENSIVE ORGANIZATION THAT REALLY DOESN’T WORK OUT VERY WELL. IT HASN’T. THIS IS NOT THE ONLY EXAMPLE. SO IT WAS UP TO ME RIGHT NOW. IT ENDED RIGHT NOW. AND I JUST LET THE STATE TAKE CARE OF THE PROBLEM. MORE THAN 1700 FEMA EMPLOYEES WERE DEPLOYED TO NORTH CAROLINA AFTER HELENE, ACCORDING TO FEMA. MORE THAN $316 MILLION IN CASH GRANTS HAVE BEEN PROVIDED IN THE STATE. AND PRESIDENT TRUMP IS NOW EXPECTED TO SIGN A NEW EXECUTIVE ORDER TO CREATE A TASK FORCE TO REFORM FEMA. NOW, IT’S SPECULATED THAT THE EXECUTIVE ORDER WOULD ESTABLISH A GROUP CALLED THE FEDERAL EMERGENCY MANAGEMENT AGENCY REVIEW COUNCIL. THOSE MEMBERS WILL INCLUDE THE SECRETARIES OF HOMELAND SECURITY AND DEFENSE, AS WELL AS PRIVATE SECTOR SUBJECT MATTER EXPERTS. THE TASK FORCE WOULD ISSUE REPORTS ON HOW THE AGENCY CURRENTLY FUNCTIONS AND WOULD SUGGEST CHANGES WHICH INCLUDE REORGANIZING OR GETTING RID OF FEMA ALTOGETHER. AND FEMA IS REMINDING EVERYONE AFFECTED BY HURRICANE HELENE THE DEADLINES TO APPLY FOR FEDERAL ASSISTANCE ARE COMING UP FAST. FEMA SAYS A GRANT COVERS VERY BASIC REPAIRS TO MAKE A HOME LIVABLE OR A BUSINESS VIABLE. A LOW INTEREST DISASTER LOAN CAN HELP PAY FOR THE THINGS NOT COVERED BY YOUR GRANT OR YOUR INSURANCE, AND FEMA GRANTS DO NOT HAVE TO BE REPAID. TUESDAY IS THE DEADLINE FOR PEOPLE IN SOUTH CAROLINA TO APPLY. THE DEADLINE TO APPLY. NORTH CAROLINA FEBRUARY 6TH IN GEORGIA, FEBRUARY 7TH, AND HISPANIC LEADERS IN GREENVILLE SAY THE FIRST WEEK OF THE TRUMP PRESIDENCY HAS SOME MEMBERS OF THE LATINO COMMUNITY WORRIED ABOUT THEIR SAFETY. THE TRUMP ADMINISTRATION HAS TAKEN A HARD STANCE ON IMMIGRATION THROUGH DOZENS OF EXECUTIVE ORDERS. OUR NATE STANLEY SPOKE WITH AN IMMIGRATION LAWYER AND SHARES HER MESSAGE. WE HAVE BEEN FLOODED WITH PHONE CALLS ABOUT WHAT DO I DO? THEY’RE IN PANIC. THEY HAVE SO MUCH ANXIETY AND CONFUSION. THE FIRST WEEK OF DONALD TRUMP’S SECOND PRESIDENCY HAS BEEN A STRESSFUL ONE FOR IMMIGRATION ATTORNEY ANGELICA HERNANDEZ AND HER CLIENTS. 90% OF WHICH ARE HISPANIC, ACCORDING TO THE WHITE HOUSE, AROUND 500 MIGRANTS FROM 14 DIFFERENT COUNTRIES HAVE ALREADY BEEN ARRESTED. HERNANDEZ SAYS THE BIGGEST CONCERN SHE’S HEARING IS OVER MASS DEPORTATIONS, AND THAT IS PROBABLY GOING TO INCREASE CRIME IN OUR COMMUNITY BECAUSE THEY’RE NOT GOING TO WANT TO CALL THE POLICE. THEY’RE NOT GOING TO WANT TO CALL ANYBODY, BECAUSE EVEN IF THEY’RE VICTIMS OF CRIME THEMSELVES, THEY’RE NOT GOING TO WANT TO DO IT BECAUSE THEY ARE AFRAID. ANOTHER HUGE CONCERN THE LEGAL CHALLENGES WITH BIRTHRIGHT CITIZENSHIP. PRESIDENT TRUMP’S ATTEMPT TO REPEAL THE RIGHT WAS BLOCKED BY A JUDGE CITING BLATANT UNCONSTITUTIONALITY. HE’S PROBABLY GOING TO GO ALL THE WAY TO THE SUPREME COURT, AND WE KNOW THAT RIGHT NOW, THE SUPREME COURT IS MAJORITY MORE CONSERVATIVE. SO THEY MIGHT HEAR IT. BUT I BELIEVE THAT THE CONSTITUTION IS PRETTY CLEAR. HERNANDEZ SAYS THE IMMIGRANT AND HISPANIC COMMUNITY IS VITAL TO THE UPSTATE. YOU CAN SEE THEM EVERYWHERE, AND THEY DO ANY TYPE OF JOB BECAUSE THEY’RE TRYING TO STAY IN THIS COUNTRY AT ANY COST. SO IT IS VERY COMMON. AND NOW WITH THE NEW ADMINISTRATION, THE MOST COMMON THING NOW IS GOING TO BE THAT A LOT OF THESE PEOPLE ARE GOING TO BE DETAINED. SHE SAYS IF YOU OR SOMEONE YOU KNOW IS BEING DETAINED, YOU DO HAVE RIGHTS. THEY HAVE A RIGHT TO REMAIN SILENT LIKE ANY OTHER CITIZEN. THEY HAVE A RIGHT TO REQUEST FOR AN ATTORNEY. AND IF IT’S ABOUT IMMIGRATION, THEY HAVE A RIGHT TO REQUEST TO GO IN FRONT OF A JUDGE. THAT WAS OUR NATE STANLEY REPORTING. SOUTH CAROLINA’S STATE AUDITOR HAS RESIGNED OVER THE STATE’S $1.8 BILLION ACCOUNTING ERROR. GEORGE KENNEDY WAS REPORTEDLY AWARE. AND THAT ANNUAL STATE FINANCIAL REPORTS MISSTATED ACTUAL BALANCES, BUT NEVER RAISED THE ISSUE. THIS APPARENT EXTRA FUND CAME TO LIGHT ABOUT TWO YEARS AGO. LAST MARCH, COMPTROLLER GENERAL RICHARD ECKSTROM RESIGNED OVER THIS MATTER. THE STATE HIRED AN OUTSIDE AUDIT FIRM, ALIXPARTNERS, WHICH DETERMINED THERE WAS A REDUNDANCY WHILE THE STATE WAS SWITCHING SYSTEMS AND THERE WAS NO EXTRA $1.8 BILLION IN ANDERSON COUNTY. DEPUTIES SAY A MAN IS FACING CHILD EXPLOITATION CHARGES AFTER A SEARCH WARRANT. THIS HAPPENED AT A HOME ON KINGSTON DRIVE IN PELZER THURSDAY. DEPUTIES SAY STEVEN DOWDLE WAS FOUND IN POSSESSION OF CHILD — AND TAKEN INTO CUSTODY. DOWDLE IS NOW FACING SEXUAL EXPLOITATION CHARGES, AND THE PICKENS COUNTY SHERIFF’S OFFICE HAS ARRESTED A MAN ACCUSED OF A SEXUAL EXPLOITATION OF A MINOR. DEPUTIES ARRESTED 32 YEAR OLD ZACHARY WHITFIELD YESTERDAY. EARLIER THIS MONTH, DEPUTIES RECEIVED A TIP THAT SOMEONE WAS SHARING CHILD SEXUAL ABUSE MATERIAL THROUGH A SOCIAL MEDIA CHAT. AFTER EXECUTING A SEARCH WARRANT, WHITFIELD WAS ARRESTED AND FACES TEN CHARGES. WE’VE GOT SOME NEW DETAILS NOW ABOUT A SHOOTING HOAX AT MCDOWELL HIGH SCHOOL EARLIER THIS WEEK. AN ANONYMOUS CALL ABOUT A POSSIBLE ACTIVE SHOOTER WAS REPORTED TUESDAY, BUT WHEN POLICE ARRIVED, THEY FOUND NO ACTIVE THREAT. WE’RE TOLD A SUSPECT HAS BEEN IDENTIFIED AS A 16 YEAR OLD FROM SACRAMENTO, CALIFORNIA. AUTHORITIES THERE WERE ABLE TO CONNECT THAT PERSON TO SIMILAR INCIDENTS IN THAT STATE. THE SUSPECT WAS TAKEN INTO CUSTODY THURSDAY BY CALIFORNIA LAW ENFORCEMENT ON CHARGES RELATED TO THOSE INCIDENTS. NORTH CAROLINA OFFICIALS ARE WORKING TO PURSUE ADDITIONAL CHARGES IN MCDOWELL COUNTY, AND A SUSPECT IS DEAD AFTER A SHOOTING INVOLVING GREENVILLE COUNTY DEPUTIES. THIS WAS EARLIER THIS WEEK. THE CORONER IDENTIFIED THAT VICTIM AS 45 YEAR OLD SEAN SCATES. PICKENS COUNTY DEPUTIES SAY SCATES ROBBED A GAS STATION AT GUNPOINT THURSDAY MORNING AND THEN LEFT. AND JUST BEFORE 3:00 IN THE AFTERNOON, GREENVILLE COUNTY DEPUTIES SAY THEY SPOTTED HIS VEHICLE IN THE GREENVILLE INN AND SUITES PARKING LOT ON SOUTH PLEASANTBURG DRIVE. WHEN DEPUTIES APPROACHED THAT VEHICLE, THEY SAY SCATES GOT OUT WITH A FIREARM AND AN OFFICER INVOLVED SHOOTING TOOK PLACE. ALL SIX DEPUTIES INVOLVED HAVE BEEN PLACED ON ADMINISTRATIVE LEAVE PENDING THAT INVESTIGATION, AND AN. ELBERT COUNTY, GEORGIA. A BIRD FLU OUTBREAK IS RAISING SOME SERIOUS CONCERNS ABOUT CONTAINMENT AND ITS IMPACT ON POULTRY PRODUCTION THERE. RIGHT NOW, THE GEORGIA DEPARTMENT OF AGRICULTURE HAS SOME VERY STRICT MEASURES IN PLACE. THAT INCLUDES CULLING THOUSANDS OF BIRDS, A PROCESS WE’RE TOLD IS ESSENTIAL TO STOP THE VIRUS. VETERINARIANS SAY BIRD FLU IS VERY CHALLENGING TO CONTAIN. ONE MAJOR REASON WILD BIRDS ARE SPREADING THE VIRUS, AND YOU CAN’T CONTROL WILD BIRDS. VEHICLES GOING ON THOSE PROPERTIES AND OFF THOSE PROPERTIES PEOPLE. I MEAN, LUCKILY WE DON’T HAVE A TON OF PRODUCERS COMING INTO OUR CLINIC, BUT THERE ARE CLINICS THAT ARE PUTTING FOOTBATHS OUT, LIKE LOCAL TRAFFIC OF PEOPLE AND VEHICLES. THAT’S, I THINK, OUR BIGGEST CONCERN RIGHT NOW. AND OFFICIALS SAY THE TWO FARMS WI
